You will need:

Font of your choice - I used one called Carolyna Pro

Tube of your choice - I will be using the artwork of Tiffany Toland-Scott - License and Tubes available at Creative Design Outlet

Filters:

AAA Frames/Foto Frame

Mura's Meister/Copies

xero/Fritillary

Ok let's begin

Change your Foreground and Background to 2 colors from your Tube

Open a New Image 600x28 ... Flood Fill with your Foreground color

Effects> AAA Frames> Foto Frames ... with the following settings

Layers> New Raster Layer ... Flood Fill with your Background color

Effects> AAA Frames> Foto Frames ... with the same settings as above

Image> Canvas Size ... with the following settings

Effects> Image Effects> Offset ... with the following settings

Layers> Merge> Merge Visible

Effects> Mura's Meister> Copies ... Tiling(angle) ... change the Angle to 20

Rename this layer AAA

Paste your Tube as a New Layer

Effects> Mura's Meister> Copies ... *Wall Paper(rotate) ... default settings

Edit> Repeat Copies ... same settings as before

Adjust> Blur> Motion Blur ... with the following settings

Effects> xero> Fritillary ... with the following settings

Layers> Arrange> Send to Bottom

Activate the AAA layer ... Paste your Tube as a New Layer and position on the Right side of your Tag

Rename this layer Tube ... Layers> Duplicate ... Image> Mirror

Using any method you like (I used the Move Tool) move the Duplicate Tube so it is right next to the the Original Tube like so

Lower this layers Opacity to 40% so you can see the angled lines better for this next step

Using your Freehand Selection Tool make a Selection like so

Hit DELETE on your keyboard ... Activate the AAA layer ... Selections> Invert

Hit DELETE on your keyboard ... Selections> Select None ... Change this layers Blend Mode to Multiply

Activate the Copy of Tube layer ... change the Opacity back to 100% and the Blend Mode to Luminance(L)

Activate the Tube layer and apply a suitable Drop Shadow

Activate the Copy of Tube layer ... Layers> New Raster Layer ... Flood Fill with your Foreground color

Selections> Select All ... Selections> Modify> Contract by 3 ... Hit DELETE on your keyboard

Selections> Modify> Expand by 1 ... Selections> Invert ... Flood Fill the Selection with your Background color

Adjust> Add/Remove Noise> Add Noise ... with the following settings

Selections> Invert ... Selections> Modify> Expand by 1 ... Selections> Invert

Layers> New Layer ... Flood Fill the Selection with your Foreground color

Selections> Select None ... Layers> Merge> Merge Down

I applied a slight Drop Shadow to make my border stand out ... Effects> 3D Effects> Drop Shadow ... 0, 0, 100, 6, Black

Add Copyrights and your Name and that's it all that's left is to save your Tag

Here is another example by my friend San, she used the artwork of PinUp Toons which is also available at CDO
