You will need:
Font of your choice - I used one called Anna
Tube of your choice - I will be using the artwork of Victoria Flores
Filters:
Krusty FX vol.2
DSB Flux/Bright Noise
Ok let's begin
Open a New Image 600x250
Effects> Krusty FX vol.2> Generator B-1 (spider) ... with the following settings

Select the Selection Tool, make sure Feather is set to 0
Make a Custom Selection ... with the following settings
Top - 48
Right - 313
Bottom - 54
Left - 288
Selections> Modify> Select Color Range ... with the following settings
Tolerance - 20
Softness - 20
Add Color Range
Click on Reference Color box and put #4f4f4f into the HTML box then click ok, click ok once more
Layers> New Raster Layer
With new layer active Flood Fill Selected areas with a Light color from your Tube.
Change the layers Blend Mode to Color
Layers> Merge > Merge Down ... Rename this layer "Background"
Selections> Invert ... Selections> Promote Selection to Layer
On your toolbar is a Tool called Lighten/Darken Brush
If you click on the tiny wee arrow next to it
Go down (or across) and select Change To Target

I have my brush set quite big 200+ at least
Set your foreground to the color you want the selected area to be
(left click will paint using foreground color, right click will paint using background color)
Paint as normal on your canvas
It doesn't always work out the right color
Sometimes you have to faff with it
Your tag will now look something like this

Selections> Select None ... Rename this layer "Flux"
Duplicate this layer twice (for a total of 3)
Activate the "flux" layer
Effects> dsb flux> Bright Noise ... with the following settings
Intensity - 15
Direction - Mix
Activate the "Copy of flux" layer
Effects> dsb flux> Bright Noise ... click on the Mix button once then on ok
Activate the "Copy (2) of flux" layer
Effects> dsb flux> Bright Noise ... click on the Mix button once then on ok
hide the top 2 flux layers for now
Paste your Tube as a new layer
Layers> Arrange> Bring to Top (if it's not already there)
Move into a position that you are happy with and add a Drop Shadow of choice
Layers> New Raster Layer
Selections> Select All
Selections> Modify> Select Selection Borders ... with the following settings
Inside
Anti Alias - checked
Border Width - 2
Flood Fill with a suitable color
Selections> Select None ... Add Copyrights and your Name
ANIMATING
Edit> Copy Special> Copy Merged
Now open Animation Shop ... Edit> Paste> As New Animation
Return to PSP hide the "flux" layer and unhide the "Copy of flux" layer
Edit> Copy Special> Copy Merged
Go back to Animation Shop ... Edit> Paste> After Current Frame
Return to PSP hide the "Copy of flux" layer and unhide the "Copy (2) of flux" layer
Edit> Copy Special> Copy Merged
Go back to Animation Shop ... Edit> Paste> After Current Frame
And that's it all that's left is to save your Tag ... If you wish to Preview it first View> Animation
