You will need:

Font and Tube of choice

I will be using the Amazing artwork of Candra


Filters:
VM Instant Art/Lightlines




Ok let's begin

Open a New Image 500x200

Effects> VM Instant Art> Lightlines ... with the following settings



 

Now select your Magic Wand Tool and click on any Black part of your image like so



 

Selections> Modify> Select Color Range ... with the following settings



 

Now hit the DELETE button on your keyboard

Selections> Select None ... Adjust> Color> Red/Green/Blue

The color you choose here depends on your Tube etc

 

I wanted pink so used the following settings



 

Effects> 3D Effects> Drop Shadow ... with the following settings



Layers> New Raster Layer

 

Select your Flood Fill Tool and choose 2 colors from your Tube

Background a darker color & Foreground a lighter color

 

 

Click on Foreground color again and change it to Gradient ... with the following settings



Flood Fill layer with this Gradient

Layers> Arrange> Send to bottom ... Rename this layer "Background"

 

Activate the "VM" layer ... Select your Tube image

Edit> Copy ... Go back to your Tag ... Edit> Paste as new layer

Move the tube to the right side of your Tag
(resize if needed)

 

And lower the layers Opacity to about 70%

Select your Tube image ... Edit> Copy

Go back to your Tag ... Edit> Paste as new layer

Move the Tube to the left side of your Tag
(resize if needed)

 

And add a Drop Shadow if you wish to do so

Layers> Merge> Merge All (Flatten)

Layers> New Raster Layer ... Selections> Select All

Selections> Modify> Select Selection Borders ... with the following settings



Flood Fill selection with the color Black

 

Selections> Select All

Selections> Modify> Select Selection Borders ... change the border width to 4

Flood Fill with a bright color from your Tube

Selections> Select All

Selections> Modify> Select Selection Borders ... change the border width to 2

Flood Fill selection with the color Black

And that’s it all that’s left is to Add Copyrights and your Name
