First time trying one of my Tutorials? Then please check my Terms of Use before you continue

You will need:
Font of your choice - I used one called WalrusGumbo
Tube of your choice - I will be using the artwork of Ismael Rac
License and Tubes available now available at Scraps and Company
Filters:
Mura's Meister/Copies
Mehdi/Sorting Tiles
Eye Candy 6/Gradient Glow
DSB Flux/Bright Noise
Ok let's begin
Open a New Image 600x250
Paste your Tube as a new layer
Effects> Mura's Meister> Copies ...*Wall Paper(shrink) ...default settings
Edit> Repeat Copies ... Crop image 600x250
DELETE the blank layer ... Layers> Duplicate ... Activate the bottom layer
Effects> Mehdi> Sorting Tiles ... with the following settings
Block Range - 0-50
Block - 30
Crossed
Rename this layer "Background"
Activate the top layer
Effects> Mehdi> Sorting Tiles ... same settings as before but change "Crossed" to "Plus"
Select you Selection Tool (Make sure the Feather is set to 0)
Make a Custom Selection ... with the following settings
Top - 19
Right - 600
Bottom - 80
Left - 0
Hit DELETE on your keyboard
Make another Custom Selection ... with the following settings
Top - 169
Right - 600
Bottom - 229
Left - 0
Hit DELETE on your keyboard ... Selections> Select None
Effects> Eye Candy 6> Gradient Glow ... with the following settings

Use a color of your choosing ... Rename this layer "Foreground"
Layers> New Raster Layer ... Selections> Select All
Selections> Modify> Select Selection Borders ... with the following settings
Inside
Anti Alias - checked
Border Width - 2
Flood Fill with a suitable color ... Rename this layer "Border"
Duplicate this layer twice (for a total of 3)
Activate the "Border" layer
Effects> dsb flux> Bright Noise ... with the following settings
Intensity - 70
Direction - Mix
Activate the "Copy of Border" layer
Effects> dsb flux> Bright Noise ... click on the Mix button once then on ok
Activate the "Copy (2) of Border" layer
Effects> dsb flux> Bright Noise ... click on the Mix button once then on ok
Hide the 2 top flux layers for now ... Paste your Tube as a new layer
Move to the Left side of your Tag and apply a suitable Drop Shadow
Rename this layer "Tube" and in your layer palette drag it between the "Foreground" and "Border" layers
Add Copyrights and your Name ... Merge them with the Tube layer
ANIMATING
Edit> Copy Special> Copy Merged
Now open Animation Shop ... Edit> Paste> As New Animation
Return to PSP hide the "Border" layer and unhide the "Copy of Border" layer
Edit> Copy Special> Copy Merged
Go back to Animation Shop ... Edit> Paste> After Current Frame
Return to PSP hide the "Copy of Border" layer and unhide the "Copy (2) of Border" layer
Edit> Copy Special> Copy Merged
Go back to Animation Shop ... Edit> Paste> After Current Frame
And that's it all that's left is to save your Tag ... If you wish to Preview it first View> Animation
