Mask 13 by Lithium Flower Creations which you will find Here Double Grunge Circles Brushes by Dieheart which you can get Here These are Photoshop Brushes so you will need to convert them to PSP Brushes (If you don't know how I wrote a Tutorial on how to Here )
Filters: Mura's Meister/Copies Eye Candy 6/Gradient Glow DSB Flux/Bright Noise
Ok let's begin Open a New Image 600x250 Change your Foreground Color to one from your Tube and your Background color to Black Flood Fill image with your Foreground color
Paste your Tube as a New Raster Layer and move into Position like so Make sure it overhangs on both the Top as well as the Bottom of your canvas
Effects> Mura's Meister> Copies ... *Line ... change Number to suite your Tube (I used 6) you want it to look something like this
Load Lithium Flowers Mask 13 ... with these settings Source Luminance - checked Fit To Layer - checked Invert Transparency - checked Hide All Mask - checked
Layers> Merge> Merge Group Change this layers Blend Mode to Luminance or Luminance(L) ... whichever you prefer Layers> New Raster Layer
Activate your Paint Brush Tool and select your Brush (I used double_grunge_circles_32) Move to the top right of your Tag like so
And left-click once ... Layers> Duplicate ... Layers> Merge> Merge Down
Image> Flip Layers> Duplicate ... Image> Mirror ...Image> Flip ... Layers> Merge> Merge Down Effects> Eye Candy 6 > Gradient Glow ... with the following settings
Edit> Repeat Gradient Glow ... same settings again but change the color to Black Rename this layer flux ... Duplicate it twice for a total of 3 Select your Magic Wand Tool ... with the following settings
Click inside some of the rings to make some selections here is how mine looked
Activate the flux layer again Effects> DSB Flux> Bright Noise ... with the following settings Activate the "Copy of flux" layer ... Edit> Repeat Bright Noise ... Click on the Mix button once then on ok Activate the "Copy (2) of flux" layer ... Edit> Repeat Bright Noise ... Click on the Mix button once then on ok Hide the top two flux layers for now
Activate the Top layer Paste your Tube as a New Raster Layer and position to your liking and apply a suitable Drop Shadow Crop Image 600x250 Layers> New Raster Layer
Flood Fill this layer with your Foreground color ... Selections> Select All ... Selections> Modify> Contract by 4 Hit DELETE on your keyboard ... Selections> Modify> Expand by 1 ... Selections> Invert Flood Fill the Selection with your Background color ... Selections> Invert Selections> Modify> Expand by 2 ... Selections> Invert ... Flood Fill the Selection with your Foreground color Selections> Select None ... Add Copyrights and your Name
ANIMATING
Edit> Copy Special> Copy Merged
Go back to Animation Shop ... Edit> Paste> After Current Frame Edit> Copy Special> Copy Merged
Go back to Animation Shop ... Edit> Paste> After Current Frame
